This practice of attaching completely unrelated amendments to bills needs to stop. They do this all the time in the Senate. They'll attach some provision they have been wrangling over to some really important bill that they know the other side will be hesitant to vote against in order to force their hand. Both parties do this and it needs to be against the Senate rules.

I assume that's a rhetorical question but Republicans are trying to do what the rest of the country is doing....control spending.
Why are the Democrats not putting the teacher funding in a separate bill?
The difficulty in passing the bill in the House is magnified by disagreement between Republicans supportive of the war — who insist the measure be "clean" of unrelated spending — and Democrats who want funding for the unpopular war to carry unrelated party priorities.
