California rarely sends government people to help other States, and when they do they send them a bill for it.

The core of the problem is the longstanding Democrat practice of (a) maximizing the number of people on government payrolls, then (2) paying them (and their dependents) to vote Democrat.

This is done mainly by facilitating the "organization" of government employees into unions. The unions negotiate with the representatives of the Leftist politicians, who give them as much in pay and benefits as they think the taxpayers will allow. But much of their compensation is hidden from view. The base salaries are often modest (except in the real strongholds like California, New York, Massachusetts and Chicago), but the benefits are opulent, to say the least. Even in these "saner" times the unions wail about having to pay a pittance for their "Cadillac" health plans that include dental, optical, etc. And the Granddaddy of all government employee benefits is the PENSION. Even the size of the pensions is disguised. We read about the monthly stipends and they don't look outrageous, but what you never read is the fact that they can start collecting after 30 years of service. Thirty years. That means, that if you go to work for Gub'mint when you are 21, you can RETIRE at age 51, THEN, not only do you get a monthly stipend for the rest of your life, but YOUR HEALTH INSURANCE IS PAID IN FULL UNTIL YOU GO ON MEDICARE, then the smaller premiums are also paid.

The cost of these outrageous pensions is the "elephant in the room" when it comes to the factual bankruptcy of these Leftist States. When saner heads talk about "pension reform" the discussions dead-end immediately. Because the politicians have wisely included the States appellate court judges are beneficiaries of the same pension plans as the peons. So any proposed change in the pension will be challenged in court, and the pensions will stand, as is.

President F.D. Roosevelt famously observed that unions were incompatible with government employment. Funny how today's Democrats, who consider FDR one of their greatest "saints" thumb their figurative nose at this bit of wisdom.

In Leftist bastions, these employees, when coupled with their dependents and close relatives, comprise a substantial voting bloc - sufficient in many cases to ensure that Democrats will remain in power in perpetuity. And there you have it.
