In 2003, the CHC was open to all Hispanic Congressional members. The republican members chose to segregate themselves and resigned from the CHC to form the Congressional Hispanic Conference that only allowed republicans to join. Since then, each group has been party specific. Republicans demanded party segregation, and got it. What else would you expect to happen?
