You can find numerous articles exploring this topic in detail:

On Dec. 19, the Obama administration made its 14th change to Obamacare without requesting congressional action to make the amendments. Such a move is precisely why an effort is underway in the House of Representatives to sue President Obama and force him to abide by constitutional restraints.

The measure is known as the Stop This Overreaching Presidency, or STOP, Act and is sponsored by freshman Rep. Tom Rice, R-S.C. He told WND this is about abiding by the Constitution.

“Article II, Section 3, requires the president to faithfully execute the laws of the United States. Everybody’s bound by the law, including the president. He is not exempt,” Rice said. “If a president is allowed to pick and choose which laws he wishes to enforce, it creates tremendous opportunities for wrongdoing.

Congress sues Obama for unconstitutional changing of Obamacare law - Illinois Review

All of the chatter about the constitutionality of Barack Taqiyya’s executive orders and changing laws unilaterally is misdirection. In this case the law happens to be the Affordable Care Act. Not one talking head, or print journalist, that I am aware of has addressed the prime mover driving the crisis. DOES THE GOVERNMENT HAVE THE AUTHORITY TO TELL LAW-ABIDING AMERICANS WHAT TO DO?

Socialists answer yes. They say the president is constitutionally empowered to do whatever it takes to achieve compliance with the law.

Naturally, Socialists would answer yes to the question. Their world falls apart when they cannot tell the public what to do. They began their long march toward dictating behavior with coerced charity funded by the tax on incomes. Unfortunately, most Americans never say that a tax on their labor is the same as the government telling them what to do. Openly telling Americans what to do is the end of their journey.

The rest of the federal government can stop the president in a split second. The truth is: The ruling class is manipulating media coverage on the issue of government authority so nothing is done about it. Reducing the power of the presidency will certainly reduce the authority of their entire federal government. Ruling elitists cannot have that. That’s why they will limit this “constitutional crisis” to the ACA.

NOTE: The NSA eavesdropping scandal does not involve the government telling Americans what to do; so Rand Paul’s lawsuit is not a threat to Socialism’s first rule of power: The people will do as they are told.

The content of an executive order matters not, nor does it matter if the president changes a law, or refuses to enforce a law. If the government telling law-abiding Americans what they must do is not stopped with the ACA it won’t be long before Socialists legislate immigration and environmental laws worse than the ACA —— then force compliance just as they are doing with HillaryCare II. You must buy health insurance becomes you must house illegal immigrants in your home; you must buy clean-burning fuel for yourself and for your neighbor’s home, and so on.

If you think that is far-fetched remember what Communist regimes do in housing. Soviet Communists forced families to live together in two or three rooms. Right now insane environmental regulations is causing a drought in Southern California while Socialists blame it on global warming. This excerpt is from a 2009 article:

California has a new endangered species on its hands in the San Joaquin Valley—farmers. Thanks to environmental regulations designed to protect the likes of the three-inch long delta smelt, one of America's premier agricultural regions is suffering in a drought made worse by federal regulations.

The state's water emergency is unfolding thanks to the latest mishandling of the Endangered Species Act. Last December, the U.S. Fish and Wildlife Service issued what is known as a "biological opinion" imposing water reductions on the San Joaquin Valley and environs to safeguard the federally protected hypomesus transpacificus, a.k.a., the delta smelt. As a result, tens of billions of gallons of water from mountains east and north of Sacramento have been channelled away from farmers and into the ocean, leaving hundreds of thousands of acres of arable land fallow or scorched.

EPA Regulations Cause Drought in California - WSJ.com

The drought is worse today than it was 2009 as Governor Shit-For-Brains Brown tells Californians to learn to live with bowl-floaters:

California finds itself in this mess because of poor policy decisions and craven politics. Unfortunately, Gov. Jerry Brown is showing that he is only interested in providing the illusion of leadership, rather than proposing serious solutions.

Not only has he dithered over the past two years as the drought has developed, his solutions are a $15 billion water tunnel (and what will it really cost? $30 billion? $50 billion?) that wouldn't be completed for years, and asking people to flush less. Voluntary conservation never works. It is just a desperate attempt by the governor to avoid making tough decisions.

California's man-made water crisis - SFGate

Finally, the compliance argument is the most ambitious political scam Socialists have attempted since the first amnesty for illegals back in 1986. Compliance opens the floodgate to everything Socialists/Communists dream about; hence, this thread’s title.

The only thing I’m hearing from Republicans is that they MIGHT want to stop the president from telling law-abiding Americans what to do, but they don’t want to tamper with the rest of the government’s unconstitutional authority to order Americans about. That’s the biggest government abuse of all:

Cantor announced that lawmakers will vote the week of March 10 on legislation aimed at curbing what the GOP views as an abuse of power by President Obama, who has said repeatedly in recent weeks that he plans to advance his agenda through executive action that does not require Congressional approval.

Legislative activity will also center on “protecting the First Amendment and stopping government abuse,” and includes a bill sponsored by House Ways and Means Committee Chairman Dave Camp, R-Mich., that would place a year-long hold on a new Internal Revenue Service regulation prohibiting 501(c)(4) groups -- which include many Tea Party organizations -- from engaging in voter registration, candidate debates and other political activity.
