Bush was notorious for letting the opposition think he was a dunce, then going ahead and getting stuff done while they were laughing at him. Then they were left scratching their heads, wondering how he did it. I think Trump may just do some of the same things. People are expecting a politician who does nothing without extensive focus group testing of every phrase and couching everything to avoid offending the most people. Trump, not so much.
