Exactly. Had those men had high powered rifles/firearms, the death toll would have been far, far higher.

Statistically, in America, the 'cops shooting citizens' is an extremely low number and it isn't rolled into other stats. The government does not shoot it's citizens willy nilly, but crazies like you would like to believe it.
Meanwhile citizens only have to wait minutes for cops to rspond when seconds count.
Good story....
A man called the cops to report two burglars were in his garage, the cops ask if they were in the house, he said no. The cops said they were busy and would send someone in 30 minutes or so. The man hung up in disgust.
He called back and informed the dispatcher that there was no hurry sending the cops as he had shot the Burglars himself. There were 3 cop cars at his house with in minutes.
The cops caught the burglars and arrested the homeowner for lying about shooting the criminals.
Simple question, if they were to busy the first call how did they send 3 cars on the second call?

Cop shootings ARE included in shootings. As are justifiable homicides by civilians.
It's not as if there are no guns in China, btw.

Well dang. All you have to do now is pass a law all crimes must be committed at gun ranges and China will be all set.
