UNITED NATIONS (AP) — The U.N. Security Council will hold an emergency meeting on North Korea's nuclear test on Tuesday morning.

South Korea's U.N. Mission informed reporters early Tuesday that the closed-door meeting will begin at 9 a.m. (1400 GMT). South Korea joined the Security Council in January for a 2-year term and currently holds the council's rotating presidency.

South Korea's Foreign Minister Kim Sung-hwan is in New York to preside over a council meeting scheduled to begin at 10 a.m. (1500 GMT) on the protection of civilians in armed conflicts.

It's not about the nuclear bomb, it's something else. North Korea, Pakistan, Israel all have them. It's something else, but we know Iranians aren't arabs, they are somewhat independent and have military tactics and have the land necessary to protect their nuclear plants. Actually, an Iran with a Nuclear Weapons (NW) capability is more manageable than you might first imagine.

Under Chapter VII, when considering the case of an Iran with a confirmed NW capacity, several perspectives come into play; regarding the right of anticipatory self-defence against the threat of imminent attack.

• There is a considerable difference between a national that has a limited conventional warfare capacity and a nation that has a NW capacity. A threat from one is not as credible as a threat from the other. And the right of self-defense rests, in part, on the belief the the threat is both originating from an authoritative source, and the potential is viable --- that they have a capability to carry out the threat.
  
• Iran is aligned with Syria, and the terrorist groups Hezbollah and Hamas. Iran, through the IRGC-QF (al-Quds Force) is known to provide both sides with rocketry and other short range tactical weapons. With the introduction of NW capacity, and the close association, is recognized as an attack by one ally is an attack by all. All Palestinians and associated Arab States, as well as, the Persian state itself.

All the parties in the Palestinian/Arab/Persian (PAP) Alliance is affected by the fact that the threats now become credible and more legally meaningful. With the self acknowledgement that threatens already exist, and that the PAP Alliance already has covert and clandestine weapons trafficking corridors, the security in-depth will need to tighten. Additionally, the trip-wire for a a pre-emptive assault will be much more sensitive, especially if the intelligence is released to the UN GA, or comes from the UN GA via a member nation. Many nations will be concerned if the information is released that a NW is in transit.
