"Fast as a speeding locomotive, the chortling began from California lawmakers when the Obama administration declared yesterday that Ohio's passenger rail funding was being sent down the tracks to other states.

The announcement by Secretary of Transportation Ray LaHood - who first called outgoing Gov. Ted Strickland with the news - capped months of arguments over the $400 million in funding between project proponent Strickland and GOP Gov.-elect John Kasich, who campaigned on killing it.

A Kasich spokesman said yesterday that Kasich should have been given more flexibility to use the money other ways or the money should have gone to reducing the federal deficit.

But LaHood said the rail money awarded to Ohio and Wisconsin - where the incoming GOP governor opposed the $810 million granted to that state - is being handed out to California, Florida and 12 other states.

California will get the bulk of the total of nearly $1.2 billion, up to $624 million, and Florida will receive as much as $342 million, while New York could get $7.3 million.

"Today is one of the saddest days during my four years as governor," Strickland said in a statement. "I can't understand the logic of giving up these vital, job-creating resources to California and Florida at a time when so many Ohioans need jobs."

It is money California is more than happy to embrace for its rail project, said the state's Sens. Dianne Feinstein and Barbara Boxer, both Democrats.

"This is great news for California, which has made a strong commitment to high-speed rail and the jobs it creates," Boxer said in a release after LaHood's announcement.

Democratic Sen. Sherrod Brown of Ohio said, "It's a great day for New Yorkers and Californians but a truly disappointing one for Ohioans waiting for jobs and waiting for passenger rail. ... With so many Ohioans struggling, I don't understand why we would give up on funds that create thousands of jobs and promote millions of dollars worth of economic development."

The Obama administration rejected Kasich's request that the money be used for freight rail or other road or transit projects, or to reduce the federal deficit. The Transportation Department said the high-speed rail money was part of the 2009 stimulus package and cannot be used for other transportation projects.

LaHood said he is "pleased that so many other states are enthusiastic about the additional support they are receiving to help bring America's high-speed rail network to life."
