I suppose that buyers for PG&E be found, the utility broken up and the pieces sold off to new utilities and the proceeds from the sale used to pay their debts.
The stock holders get bubkis and the management thrown out on their asses with nothing but a kick in the ass and perhaps criminally prosecuted for fraud, criminal malfeasance and maybe even murder. Same thing goes for the PUC as willing conspirators in the crime.
