This is a program that I would like to Implement, if I were in a position to implement it., just to see if it would work.
CAAPA= Confession, Acknowledgment, Apology, Plans & Agreement Program
Confession : Confessing to the Crime.
Acknowledgment : Acknowledging the fact that the activity confessed to, is illegal and a crime, and that the behavior is unacceptable and wrong and requires discipline.
Apology : Apologizes for the Crime.
Plans : Outlines the plan to make serious changes.
Agreement : Agrees to never get back into a life of crime, Agrees to Accept official help to make the agreed changes, Agrees to Denounce all persons and parties and organizations that introduced them into a life of crime.
Rules :
The CAAPA must be filled out in its entirety, in a secular manner which makes no mention of God or another supernatural deity, must make reference to only the CAAPA signer and not to the Police, the Judge, the Jury, Politicians, the Legal system, Money, other People, or other excuses.
The CAAPA must be filled out in a manner that demonstrates that the CAAPA signer takes personal responsibility for their crimes.
The CAAPA program is not valid for persons accused of crimes which are greater than Class C felonies.
The CAAPA Signer faces legal penalties under the law, as agreed to by rules of the CAAPA Program, and as Agreed to, CAAPA is NOT a get off Scott-Free ticket, nor a ticket to freedom.
The CAAPA Program is only available to first time offenders, and recognizes that first time offenders may not necessarily be first time offenders, just that they only recently have been caught.
Once signed, if accepted, the CAAPA Program signer is a member of the CAAPA Program for life, and at any time, re-offending automatically becomes a Class B Felony, regardless of the type of first offense.
Plans for change must be Realistic and Affordable to the Signer, and cannot include "going to church".
The Agreement must contain a legal penalty that is severe enough to teach the CAAPA signer a lesson, but also Humane.
The CAAPA must be considered, there must be a benefit to the CAAPA signer unless Psychiatrists agree that the CAAPA signer isn't being honest.
Function : Allows a person accused of a Class C felony or less to automatically plead guilty to the alleged crimes by deposition without going to court, and to reduce the Class C felony to a misdemeanor punishable by up to 1 year in the County Jail, plus the additional penalties agreed to in the CAAPA Program.
Eliminates the requirement to be in a specialized registry, such as the sex offender registry.
And qualifies the CAAPA signer for Educational Programs, Job services and Rehabilitative Services.
