This is pertaining to county central committees, which basically oversee all the political clubs in the county associated with the political party.

This bill would permit certain persons who are not United States citizens, including lawful permanent residents and persons who are or were in deferred action status under the federal Deferred Action for Childhood Arrivals (DACA) policy, to be candidates for, and members of, a county central committee of the Democratic Party of California or the Peace and Freedom Party of California if, among others things, the bylaws of the county central committee permit such persons to be a candidate and a member, the county central committee makes available a specified risk disclosure form, and the persons each file a prescribed declaration of intent with the county elections official.

This does not allow illegal aliens to be on a central committee.
Only lawful permanent residents can, and each county committee could have their own bylaws preventing non-citizens from joining.

Keep in mind, its possible to be a non-citizen in the USA without being an illegal alien. Everybody with a green card, for example.
