The accusation is primarily that McCarthy has essentially given Biden the right to find any "emergency" and flush unlimited money down that rathole. Essentially, the bill cuts nothing and just provides guidelines for spending reductions that, if they don't happen, nothing happens to stop the spending. Democrats from Schumer to AOC are going to vote for it.
