There was never a surplus. Social Security and Medicare were not in those projected budgets along with the war and the economy tanking.
Bush did contribute heavily to the deficit.
He supported the Prescription Dope Plan for Gramps, the largest social program in 70 years.
But tax cuts never causes deficits. SPENDING causes deficits.

So we should have cut spending by 50% as a percentage of GDP to pay for the tax cuts? According to what you just said then we can just stop taxing people completely and then the deficits will be solely caused by spending. So then we cut spending completely and then there is no more deficit, or government.

This is the same as saying that tax cuts always increase revenue. Sorry, but it simply isn't true. If it were, we could cuts all taxes to zero and revenues would increase, right?
