Most likely it's only a threat. Bombers who are actually out to kill people rarely advertise the existence of a bomb. Not saying it hasn't happened...

The problem is that it's a major Catch 22 - you have to treat a threat like this as if it's real. If you don't, and it by some chance ends up being a real bomb, people are at serious risk. If it's an empty threat, and it's treated as real, there's major disruption and expenditure of resources.

Back in the 60's the middle school(So. Cal.) was getting so many bomb threats students were just skipping school. We all caught hell for that. But between that and the smog alert days things got pretty boring.
