Obama will veto it and unless the bill has the votes to override his veto will never become Law. However Congress can and does have remedy if Obama attempts to use the Executive power to grant illegals legal status. The Constitution grants to the Congress power to pass laws. While the specific wording on immigration does not stipulate which Branch controls it, it does stipulate who can and can not create Laws and leaves to the Government the power to create LAWS on immigration.

Congress could sue in Federal Court any attempt to use Executive signings to legalize illegal aliens.
