Well, considering that most schools are moving to tablets, and most tablets have some form of calculator program on them, this really doesn't sound like much of an issue.

Teachers paying for them out of their pocket is. But, the jack wad quoted they need more money, when in truth they need better managers or lost their job.

Why are the teachers paying for the calculators out of their own pocket when the kids have tablets? Don't they know that there are several good calculator programs out there? Matter of fact, the link goes to one that can replace the TI 83 and TI 84 advanced calculators.
