The reason is that the latest proposals mostly benefits older borrowers with huge balances since grad school who are already later into their earning years. If enacted, it would fill in the gaps created by the IDR adjustment (which still has not landed for those borrowers).

Moroner is basically saying that Biden was merely following 'the law'. There are several problems with that statement.

1. If it's already law, Biden didn't need to do anything, these loans would have been forgiven regardless of Biden's actions, so he's basically just grandstanding and taking credit for what was already going to happen.

2. Biden is not following 'the law', which is why the supreme court shut down his little 'give away' scheme to begin with, and will shut it down it again, and hopefully hold him in contempt for ignoring their ruling.
