Bullshit! Cops don't prevent crime. Less cops might catch less criminals, but that doesn't translate to less crime.

For my part, I'm quite inclined to believe that police presence reduces crime, with certain caveats. I also find it hard to blame the police union, unless their bargaining was extraordinary in some way. Of course we could hire more police if they were willing to work for less, but they have every right to bargain for compensation. By that logic, we could blame high health care costs on greedy doctors or an inadequate national defense on chiseling troops. No one expects skilled workers to donate their time or routinely take less than the market will bear.

Biden's comments were incendiary. The least he could do was ensure that he had the statistics to back them up, and it appears that he does not. He hasn't only attacked national Republicans, it appears he has unfairly maligned the city of Flint. He should justify his remarks or clarify them.
