I think Haitian oligarchs wanted the cash for all the usual reasons. Ultimately, Haiti represents a good example of how US foreign aid has operated since the end of WWII. The propaganda says America feeds the world. The reality is somewhat different.

US food goes to countries willing to sacrifice their subsistence agriculture and accept US exports. In the case of Haiti, rice was the indigenous subsistence crop. Clinton (and other US elites) wanted Haiti to accept US rice in place of their native crop; thereby, ensuring Haitian acceptance of US friendly leaders.
