What a racket. No, putting all that crap there doesn't improve the habitat. It destroys the habitat..and it's fucking dangerous. The only reason they put that shit there is to prevent human access.

I can attest to the fact that whatever any government agency CLAIMS to do, it actually accomplishes the EXACT OPPOSITE. Government agencies are really only bottomless wells in order to make unlimited federal dollars disappear so they can keep the faucet on full, then when they need more money somewhere else, they merely cut it off from one agency to direct it to another rather than have congress reduce spending.
