I don't doubt Barr's summary. It may be consistent with the report, it may not.

My question is this. If you were the appropriate authorities and were asking about Boeing about the new software on the MAX-8 planes, who would you talk to at Boeing? You'd talk to the person in charge of the project, the VP of his division and probably the CEO of Boeing. As Donald Trump did on March 13 of this year. And subsequently the FAA has grounded the planes and is forcing Boeing to answer about what went wrong, how to fix it, etc...

If there was no questioning of the authority figures at Boeing, I doubt many people would call it a complete investigation.

So in the case of the Russian meddling into our election (that was confirmed yet again in the Barr summary by the way), the investigators didn't talk to the CEO of the campaign--Donald Trump?
