There is a big, very conservative movement in France that is nativist and wants all foreigners out. It also wants to cleanse French of "foreign" words.
The current president, Nicholas Sarkozy, is a conservative.

If its true that minorities are prevented from joining the competition, then something should be done. Otherwise, I don't see it as a big deal. The majority of people in France are white after all...

Louis-Georges Tin, the president of the CRAN (Representative Council of Black Associations), on Monday lamented the lack of contestants from France's African and north African communities.
"The failure to represent the contemporary French population in an event such as this is obviously serious," Tin said in a statement issued jointly with Fred Royer, the creator of Miss Black France.
I'm betting Fred Royer doesn't allow white women into his contest which makes him a big fat hypocrite as well as a race baiter.

There are serveral European countries going through a xenophobic stage right now. Movements to close boarders, bulk up the military, cleanse the "culture". France is one of them, the UK is another that comes to mind.
