Flynn said that before he called Kislyak, he called a senior in the Trump transition at Mar-a-lago for permission to discuss sanctions with the russians.

Pence was head of the transition team. Leaving the person who OK'd Flynn's sanction discussions as one of the four top people in the transition, with Pence being number two.
