We've been there far too long and the locals have become too dependent upon us. And, because we're spending our tax $$$ there, Germany doesn't have to spend its own to defend itself.

Having US forces in Germany hasn't all been about protecting Germans from others, Its also about protecting others from Germans.

After the Cold War A lot of the Eastern European countries took comfort in knowing the US had troops there to keep an eye on the Germans. even the soviets like it, because they knew the Germans couldn't start shit on their own with US troops there.
