In all fairness, no one can put blame for an enemies attack on a sitting President, though the left would love to do so. Intellectually, we cannot blame Clinton, Bush, Obama, nor Trump for what the enemy did or will do.

I don't even blame Russia for attempting to hack out power grid, for SUCCESSFULLY running a psyop program that got liberals to organize and march for them, or for SUCCESSFULLY paying liberals groups like BLM and Antifa to go out and spread racial division and violence - that is what nations do. (Barry intervened in the elections / governance in Egypt, Libya, Syria, Israel..and even here in the US)

I blame our own President for knowing this was going o n as far back as 2015 and NEVER DID ANYTHING ABOUT IT!

I blame our President and his criminal administration for, as is now being exposed, Obstructing Justice to keep the DNC candidate out of prison and in the race and for creating / running a treasonous political coup designed to prevent trump from winning the WH and to remove him from office should he win. THAT is more that the Russians did in an attempt to affect the 2016 election by far.
