I pray for the people of Madagascar and their neighbors, that they successfully control this new plague.

Or else we will have to nuke the Eastern side of Africa for the sake of humanity just to be sure.

just kidding.

But it is an interesting moral dilemma; would it be morally justified to nuke Madagascar to avert a new Black Plague killing a quarter of all humanity?

Yersinia pestis is endemic to Madagascar, so "new" is misleading. The organism evolved all by itself from within the island, an island that Hitler was considering sending the Jews to so that the construction of gas chambers could be thwarted.
