Sounds like a good plan. But I expect the Taliban to target anyone who steps up to join.

Things like this have been tried before. People will mill about with these "local forces" by day; at night they'll meet up with the Taliban and give them information, stolen weapons, and whatever else they need.

Yep, but its better than the walled settlements approach in Vietnam. The US and Nato can only win if they stay long term and develop infrastructure, and thanks to corporate corruption that is made difficult.
