The Unemployment Rate is a measure of how much available labor is not being used. Why would you want to include unavailable labor in that equation?

I just quit/retired from my job as a network engineer for a county in Maryland, I was working 8 to 12 hours a day with full benefits.
They filled that position with two people that break up the work day with two 5 hour shifts. This leaves them at a level that they dont work enough hours to be considered full time and do not get the full benefits to go along with the job.
Two people under employed but its a net gain of one job on the charts. It will no doubt go down as part of the jobs created statistics.
The only people playing the numbers are the Right!

The number working PT for economic reasons is going DOWN!
That's right, any increase in PT work is because people only want to work PT, not because they are forced to so greedy businessmen can avoid paying benefits.
The government forced businesses to provide those benefits. If they cannot afford it they have to do what they can. Obama did it so that is his fault.

People age 65 and older, who have reached retirement age: 40 million people

if the employee is full time then the government does force them to pay benefits, if the employee is part time those rules dont apply.

The government does not force SMALL BUSINESS to pay benefits. The business must have more than 50 FT employees, and even then they can choose to pay a fine smaller than the cost of benefits.
