Just as surely as he waved "Buh-Buh" to Army General David Petraeus and Stanley MacChrystal. Its one of the hallmarks of aspiring or entrenched dictators. The military is the only force potent enough to countermand your authority, therefore you have to be exquisitely careful to ensure they are totally under your thumb.
