That's horrible. May their souls rest in peace. How does such a tragedy even happen? Why did the victims move onto the railroad tracks during the celebration?

From my understanding of this sad event, there are double tracks there and two trains going in opposite directs met at that exact spot. The crowd moved out of the way for the one train, right into the path of the other. The railroad is being blamed for not sounding the horn on the train that actually hit all the people.

The blame should be entirely on all those cretins who were stupid enough to be on the railroad tracks. If they were so oblivious that they didn't hear the train coming, then sounding the horn wouldn't have made a difference anyway. It can take a mile or more for a train to come to a stop. If there are idiots idiots on the track, then there is nothing that a train can do to avoid hitting them.
