The City of Chicago paid out $162 million this year to resolve police misconduct cases. Twice what they had budgeted for this year, and the year is barely half over.

You miss the point entirely. Police Officers aren't trained to deal with mental health crises or mental illness. To their credit, they do an okay job 90% of the time. But then you have the case where they use excessive force, and usually a tragedy ensues.

Social workers and psychiatrists are the best people to deal with these problems. Police often escalate these situations, making them more dangerous than they really are.
