EXCEPT the pardon could have just have been for the specific crimes for which Hunter was convicted. That would have been enough of a 180 after he said, repeatedly, that he wouldn’t pardon him, period.

But to take it to such an unheard of extreme - to pardon him from ANY crimes that MAY turn up, going back a full 10 years to before Hunter was given his cushy “job” at Burisma - is just screaming as to how guilty the Biden Crime Family is, and the extent to which Joe wants to make sure nobody has to pay a price for that.
