Will Trump be forced into nationalizing the crude oil refineries?

Video discusses CA dem's plan to drive refinery's out of state which causes the crude refining capacity of the state and the USA down. They contemplate Trump being forced to nationalize the oil refining companies of America for national security due to the dem's actions against the refiners. I can't get any firm numbers on reduction as they vary from 20% to 40%, but Google said the number of operational crude refineries in CA has fallen from 20 in 2010 to 12 by 2025.
