This is the way I figure it works. Everyone in government has something they want to hide, and everyone knows about everyone else's secrets. So, nobody wants to reveal anyone else's problem out of fear of retaliation. That's why nobody in government ever gets held accountable for their crimes, and there are plenty of them.
