What destroyed the morals of the black American community from the 90s to the 2000s?

It seems like much of the black American community was much more classier and had better morals before the 90s but from the 90s to the 2000s it seemed like something happened that caused the destruction of many of their families and accelerated the embrace of a "Gang Culture".

Most of those people that had this happen to them came from the "Inner City".

What was that thing?

Did the American government do it?

What does the American government gain from destroying smaller communities within larger American society?

If so then the American government is truly "Evil".

I hope Nixon is rotting in Hell for what he did!

Factor in the music industry who would not produce some of the rap music unless the black males called their own mothers "Bs" and "Hs" Not to blame it 100% on the music industry because when most of those black men got their own recording studios they freely uttered the B and H words along with the N words freely on their own making them to blame. It is the black men who destroyed their own race with the violence of their mouth and their drug selling actions.
