If the Mayor of a city fails to keep it's citizens safe the people who live there should be grateful that they have President who cares enough about them to step in and restore law and order.
 
Crime is down in DC. That tends to happen when criminals are released. When the police don't bother making an arrest, the crime drops. Theoretically, a zero crime rate can be achieved simply by ignoring crimes that occur.
When criminals are released back onto the streets almost immediately people stop calling the Police to report crime. Why would they risk reprisals when the local DA doesn't put people in jail?
