Unbelievable Penalties and Fines in Russia

Some wonder about fines and punishment in Russia. While I don't have the facts, this woman in Russia seems to have the facts. Does this amaze you? What about a discount for a speeding ticket if you pay it in 20 days? Is that happening in the United states?

Don't know about the LGBT and other pervert related BS but she's right about the speeding fines. I get them via the so called "Gosuslugi" (state services) online portal and pay right away with a 50% discount. I think it's a month though that they give you the discount in.
Oops. Checked it out, it's really 20 days. Didn't know that.
