The Federal Government, and States, bid on supplies. If one bids higher prices than the other, that's not stealing, that's buying.

Well.... idiot... in order for Trump to provide goods to states, he has to have those goods. In order to have those goods.... moron... he has to buy them. In order to buy them, he has to out bid for those goods, and then he can distribute them like he wants.
