When I tap on the link in the notes app, the link opens on YouTube and you can hear Biden do his gaff.

I copied and pasted the link, posted it in a thread on here and when I clicked on it, there was a French voice over. So I deleted the post, tried again and same thing.

I don't pretend to understand why stuff happens with technology these days. So much of the stuff is interconnected and share data to bypass privacy settings anything can be causing a glitch. Sometimes I lose the sound on my desktop and have to restart it because I was off on whatever sight that gunked things up when I muted their autoplay video. Sometimes when I have been browsing foreign sites, the Lowes/home depot/walmart sites will thereafter pick some strange ass store in Nevada or somewhere as my closest location.

It only works on the YouTube app. When I try it on Chrome, DuckDuckGo, and Firefox, it narrates in French.

You can change the caption language without a premium account. If you want to change the playback language you have to have a YT accout and change your account settings.
