They had one in town once.....He got the bum's rush out of town.

I have to give my town's PD it's props....They don't tolerate the homeless. Our vagrancy ordinance is strictly enforced.

I never give anything to people standing on the street. We have food shelves galore,,,,,,

We don't have them in my town. If one tried to get money from someone, the sheriff would tell them where to get donations of food, clothing, toiletries, et cetera, and where the shelters are, and then run them out of town. If the deputy on duty wasn't too busy, he or she might offer them a ride to the nearest shelter or food bank.

The large city I used to live near has a long list of panhandlers who live in $300K+ houses and drive luxury cars. That and individuals who will refuse offers of food, drink, clothing or shelter and demand cash instead. I ignore them all at this point.
 
My only guess is maybe the person who threw away the loot didn't think that they needed it since they apparently are not who the stuff was originally given to.

P.S. To me, throwing it away was wrong no matter who threw it all away when it could've been donated to a shelter.
 
I'd like to impart the most valuable material knowledge a person can possess, but no one wants it. :(
