The first strike was clearly a precisely targeted attack on a military objective. The fact that the military objective was located within a hospital is strictly the responsibility of the those who placed it there.
My understanding is that the six militants embedded as a military objective deliberately took advantage of the fact that yes, real journalists also often used that particular location. The militants used the other journalists as cover for their military actions, expecting this would shield them from attack. It appears that only two of them were killed in that first attack, suggesting those two were the targets. At least one of them participated in the October 7 invasion. Other reports show that two of them did.
What I haven't been able to uncover, and what Israel is still investigating, is the reasoning behind the second attack. But since Israel doesn't target civilians and it would be pointless for Israel, with the pressure she is under, to attack rescue workers and journalists, it suggests either a secondary threat (real or mistaken) or a communications gaff.
