A dreary almost 3 hours filled with hysterical German rants. Chaplin wore a Hitler moustache so there was little doubt about the thinly disguised fictional regime. If Hollywood was aware of the Nazi threat in 1940 why was the FDR administration so unprepared for WW2?

Consistency. The government is nothing but unprepared. The only thing they ever prepare for is to protect themselves and their investments.
  • 1940 Nazi threat - unprepared.
  • Pearl Harbor attack - unprepared.
  • Fall of Germany and the USSR - unprepared.
  • WTC Attack - unprepared.
  • Mini Recession of 2009 - unprepared.
  • Chinese Spy Balloon - unprepared.
  • Covid-19 - unprepared.
  • George Floyd/BLM Riots - unprepared.
  • Mass invasion of southern border - unprepared.
  • J6 Riot at the Capitol - unprepared.
  • Rules and regulations in place to deal with a refusal by democrats to simply do their jobs - unprepared.
The better question to ask is the last time government was ever really prepared for anything? 80% of the cost of government GOES into "preparation."

And why Trump's administration is so unprepared for WW3? More of it, they actively denie it's possibility. May be, it's just a kind of wishful thinking. May be, they are too stupid to care. May be, they can't think about unthinkable. Who knows?

Nobody but idiots who grew up on Si-Fi stories is prepared for WW3. Nobody wins a (world) nuclear war. Lefties and their minions in the media didn't seem to mind the scariest scenario of a mentally impaired president with his trembling thumb on the nuclear button. At least Trump gets credit for stopping half a dozen brushfire wars.

Did I mention that the movie was nominated for 5 Academy awards?

Thank you. You just answered your own question. Most of American "normies" (not only FDR administration) were not prepared to WWII because they didn't believe it's possible. "What is, in God's sake, reason to make preparations to something that will never happens, that simply can't happen"?

And no, I'm a big fan not only of Sci-Fi, but, say, also of military and history books. And yes, history doesn't teach anyone mostly because everyone believes that "today is not what was yesterday, today's world is totally different". And you know what? They are always wrong. As was wrong W.D. Puleston (real naval expert), who wrote in The Armed Forces of the Pacific, 1941 (pp 116-117):
-----
The greatest danger from Japan, a surprise attack on the unguarded Pacific Fleet, lying at anchor in San Pedro Harbor, under peacetime conditions, has already been averted. The Pacific Fleet is at one of the strongest bases in the world - Pearl Harbour - practically on a war footing and under a war regime. There will be no American Port Arthur.
------
They didn't believe in "American Port Arthur" and they got it. Not in San Pedro Harbor, but in Pearl Harbour.

And as pre-WWII military intelligence have been actively ignoring and denying news about Japanese shallow-water torpedoes, or German military preparations, same way modern, pre-WWIII military intelligence and political decision-makers actively denie, say, Russian and Chinese progress in submarine detection or increased precision of their nuclear warheads.
