I second this. However, to answer the asked question. In my opinion, it would all depend on what the person in handcuffs was getting busted for. If I were the law enforcement officer being saved, I would most definitely not sweep what was done for up underneath the rug but depending on what the person in handcuffs was being arrested for, it may not be up to the law enforcement officer if the person in the handcuffs should go free or not.Nobody would stay conscious that long if really choking, the video was edited and made longer.
