Still getting the same error message

When I post to a thread, I usually get the error message that 'you must wait at least x seconds before performing this action'.

Doesn't matter how long between posts.

What's up with that?

It said "21 seconds". I clocked it and reposted a few seconds sooner than that.
Clear cookies maybe?
