Nope. Changes to the constitution, require, not only both houses of congress, but 2/3 of the states. Hell, they cannot even agree women deserve equal rights as men. They won't go for amending the constitution on this again, as it is unlikely Trump will be able to complete another term after this one, but some young Democrat could be elected, that might featherbed the position again. Trump will not be America's Putin. He is simply too damned old.
