Hmm. Looks like more bad sci-fi spun off to capitalize on Star Trek. Those guys were called pakleds, I believe and first appeared in Season 2 of ST:TNG called: Samaritan Snare. Not one of their best episodes. It didn't go far.

You still gotta wonder. How the hell did they end up in space? More then that. How is their species not extinct or living in neanderthal times?
