Mass doesn't equal frequency. It's frequency X h/c^2, i.e. they're proportional.

If I got my math right, that would make the relativistic mass of the average orange photon 3.63 X 10^-33 g!

If you mean that mass vibrates at a certain frequency based on mass then yes you'd be correct. If you're thinking that any mass (beyond say Quartz) can be used to keep clocks accurate, well that would be quite impractical wouldn't it?
