I think the verdict is that the govt cannot decide where people do not agree on health care .

We need to give govt permission and authority to divide choices into two plans where people are not responsible for funding or framing the other plan.

Only the approach they support, and leave the other track alone, to its supporters to develop
This may require conventions of states or party leaders to set up to succeed instead of setting each other up to fail.
