Obama DoD procurement insourcing directive & minority owned/ small businesses

I am a college student and I recently found out that my dad's company will be closing due to the DoD procurement insourcing directive. I was just wondering if anyone out there knows how to estimate how many minority owned and small businesses will go out of business as a result of the new Obama procurement Department of Defense insourcing directive?
