It is a bit more nuanced than that, but the Founding Fathers indeed thought that.

They did pay them a 'per diem' salary, to offset their expenses for travel to the job and to feed them.

I don't know that we can, honestly, go back to that, given the scope of government interference in the lives of the citizenry.

Congress can vote themselves raises and that's why the genius Founding Fathers decreed that they would have to run for reelection every two years.
